Start with the right question: are you in the Town?
Vienna is an incorporated town in Fairfax County, but the Vienna postal area is much larger than the Town. More people live in the ZIP codes with Vienna addresses than inside the Town limits, so a Vienna mailing address does not tell you which government handles zoning for your home. Check your parcel on the Town or Fairfax County maps before you plan.
- Inside the Town of Vienna: Fairfax County handles building permits; the Town reviews some projects for zoning.
- Vienna address outside the Town: Fairfax County handles both.
Fairfax County is the building official
The Town of Vienna says it plainly on its residential projects page: Fairfax County serves as the building official, reviewing structural, mechanical, electrical, plumbing, fire and health-related requirements before issuing permits. So for the parts of a bathroom remodel that need building permits, you are dealing with Fairfax County Land Development Services regardless of which side of the Town line you are on.
What Fairfax County requires permits for
The County's guide to when a permit is required lists interior alterations and renovations, and names bathroom remodels specifically. It also lists:
- New, repaired or relocated plumbing or gas fixtures, such as sinks, tubs and showers
- New, repaired or relocated electrical fixtures, such as lights, outlets and switches
- New, repaired or relocated mechanical fixtures, such as duct work
It also lists work that does not need a permit, including replacing bathroom countertops and/or a vanity, replacing tile, replacing flooring material, and painting or wallpaper. So a cosmetic refresh, such as a new vanity in the same spot and new floor tile, may need no permit at all, while a shower rebuild with a new valve does.
Permit applications go through the County's online system, and either the property owner or a licensed contractor can apply.
When the Town of Vienna gets involved
Inside the Town, the Department of Planning and Zoning reviews residential projects that affect zoning. For bathrooms, the Town's page draws a useful line:
- Interior renovations to the house above the basement, with no exterior work and no additional kitchens or wet bars, do not require a Town submission. County permits may still apply.
- Basement renovations do require a Town submission, with a floor plan labeling each room and use.
- Wet bars are on the Town's review list.
- Exterior changes such as additions and bay windows are reviewed by the Town.
In practice, a main-floor or upstairs bathroom remodel inside the Town usually involves only the County. A new basement bathroom, or a bathroom that grows into an addition, involves both.
Order of operations when both are needed
The Town describes the sequence: apply to Fairfax County first when a County permit is required, then apply to the Town through its online Applications and Plan Review portal, providing the County permit application number and the supporting materials. Plan for both reviews in the project schedule rather than assuming one covers the other.
A few examples
Hall bath remodel, upstairs, inside the Town
New shower valve, new fan duct, new vanity light. County plumbing, mechanical and electrical permits as needed; usually no Town submission because the work is interior and above the basement.
Vanity and floor swap, Vienna address outside the Town
Same-size vanity, same plumbing locations, new floor tile. On the County's list of work that does not need a permit, as long as no plumbing or wiring is added or relocated.
New basement bathroom, inside the Town
New drains, supply lines, fan and lighting. County permits for the trade work, plus a Town of Vienna submission for the basement renovation.
What we do and what you do
We identify which permits your scope triggers, handle the trade work and coordinate inspections for our scope. You should confirm whether your parcel is in the Town, and check with an HOA if you have one. We do not publish permit fees or review times; the County and Town set those and post them on their own sites.
